Please correct my translations

Жалобы (nominative) в недостаьки(instrumental) достигала бегинь(prepositional): больницы и детской в Ленинграде (prepositional), например, были наскончился рисови за посреди в зимe (prepostional).

I admit this is very very confusing for me. Nonetheless, after your corrections the rest would shed more light..

Пекином были получены претензии по непоставке. В середине зимы, к примеру, больницы и детские сады Ленинграда испытывали нехватку риса.
It is more or less close. However, for a quality translation I'd prefer to have a context, a few sentences before and after the part for translation.
My advise is to use specialized vocabularies for economy and banking for business texts.
